I added David's proposal for the new TC.

Also, I moved each XLIFF 2.0 proposal I could find into the wiki Feature
Tracking page. Let's see if we can use it as a methodical way to work on
XLIFF 2.0 (hoping to add organization and order). We can try something else
if we find it lacking.
