Gaining TC consensus for Public Review comment item owners

A quick reminder. The proper place to register comments during the public review is on the comment list.

But when each comment is assigned an owner, the proper place to gain consensus for a solution is on the TC list (this list).

From the latest meeting minutes, Fredrik's comment: "Owners should propose solutions on list, consensus assumed if not contested within a week or so."

Once consensus is reached, and a solution in implemented in the wd02 version, owners should report this back to the comment list.

I will begin to post my proposed solutions for items assigned to me shortly.
