CSPRD03 #236: mda and slr importing core

CSPRD03  #236: The schemas for metadata and for size and length restriction each reference the xlf namespace unnecessarily. These modules do not reference anything from the core.

 

For both modules, I’ll remove the xmlns:xlf attribute from the schema element, and delete the xs:import of xlf, unless there’s dissent before the end of the week.
