Hi all,

I propose these meeting minutes to be approved by a call for dissent.
If no dissent expressed by Thursday 9th February 2017, 23:59 GMT, these meeting minutes will be considered the minutes of record

*Please second*

Cheers and thanks

This meeting counts towards voter eligibility.

Agenda

We will spend this meeting determining next steps, second committee draft public review, or move to candidate draft?

I. Approve 17 January 2017 meeting minutes
https://lists.oasis-open.org/archives/xliff/201702/msg00089.html

II. Public Review ended 25 November.

Review Public Review comments in JIRA

https://issues.oasis-open.org/browse/XLIFF/

III. Core comments from Ján Husarčík. Perhaps it makes sense to meet on 20th to agree solutions to the core comments:

https://issues.oasis-open.org/browse/XLIFF-11

https://issues.oasis-open.org/browse/XLIFF-12

https://issues.oasis-open.org/browse/XLIFF-13

https://issues.oasis-open.org/browse/XLIFF-14

https://issues.oasis-open.org/browse/XLIFF-16

IV. Progress

https://issues.oasis-open.org/browse/XLIFF-4 seems to be progressing well via online discussion, needs some more spec changes based on latest online discussion.

https://issues.oasis-open.org/browse/XLIFF-9 needs implemented before we can review it in another meeting or online, but as I said it won't be ready by January 3. January 17 should be doable IMHO and AFAIK.

It is nicely rounded and makes sense to deal with as one cluster of issues..

Minutes

Attendance: David, Souroush, Bryan, Lucia, Tom.
We have quorum 5 out of 8

D: there are three public review issues on our JIRA that are opened and formally not resolved by now.
(David shows in screen the report and then JIRA).
d: There was a big change coming from solving issue 9. The resolution of issue 9, created some child issues that were also solved (18 and 19). I would like to make a formal call for dissent for the proposed solutions of issues 18 and 19.
B: I second.
[no dissent]
D: I consider them resolved as there is no dissent.
D: Issue 4, there was some feedback and discussion with Yves. There was a gap in the data model. It did not allow to track segment states. We also did not have uniqueness constraints in change tracking and translation candidates. There is now a new section in those modules: Core Reuse, just before Module Elements. In connection with issue 4, we developed the core reuse id uniqueness for Change Tracking and we used it also for the Translation Candidates Module. Does the solution seem fine? Issue 20.
B: It seems good to me.
D: I call for dissent for the resolution of issue 20.
B: I second.
[no dissent]
D: No dissent from anybody. The resolution is approved.
D: In answer to the question on best practices behavior for Mergers (from Moravia). I have added a non-normative section that we have already discussed (in the segmentation section). (David reads the text he included in that section and explains it). It is marked as informative.
D: the report tells us that we approved all the issues and we are ready to progress with this version (wd02 SVN Revision #806) towards csprd02.

D: I move that the TC approve XLIFF Version 2.1 Working Draft 02 from 07 February 2017 https://tools.oasis-open.org/version-control/browse/wsvn/xliff/trunk/xliff-21/xliff-core-v2.1-wd02.html *.pdf, and *.xml
and all associated artifacts at https://tools.oasis-open.org/version-control/svn/xliff/trunk/xliff-21/schemas/ [Revision 806] as a Committee Specification Draft, designating  the html version of the specification as authoritative, and that the TC further approve releasing the Committee Specification Draft for a 15 days public review and direct the TC officers to work with OASIS TC Administration on all tasks required to carry out  publishing of the above approved drafts.

Tom:  I second.
Formal ballot:
Yes: Lucia, Bryan, Tom, Souroush, David.
No: -

David: Motion carries unanimously.

B: I move to approve the meeting minutes from last meeting.
https://lists.oasis-open.org/archives/xliff/201702/msg00089.html

Tom: I second.
[no dissent]
B: meeting minutes approved.

II. Public Review ended 25 November.
Review Public Review comments in JIRA
https://issues.oasis-open.org/browse/XLIFF/

D: We can only process to a committee spec after a 15 days public review of the just approved draft.

D: I do not think that we will need a formal report, as we can point to the actual issues and how they were addressed in JIRA, that is informative enough.

B: We will ask Chet to start the second review as soon as it is possible.

V. Extend P & L
https://lists.oasis-open.org/archives/xliff/201612/msg00025.html
D: It was extended last time.

VI. XLIFF SOU Questionnaire Draft
https://lists.oasis-open.org/archives/xliff/201612/maillist.html

Lucia: The draft is ready, I need to review it to see if the changes in the new draft spec have had any impact. For the ITS module, I do not know how to implement more question (than the general support one)
David: you can include questions on the categories defined in sections: 5.9.5 (tools referencing across datacats), 5.9.6 and 5.9.7.

VII.
Timing and location of the next Symposium?
Silicon valley seems more suitable than Barcelona this time..
