In the locFilter attributes you have a link to the ITS LOCAL section for each given attributes.
For example: "See the localeFilterType definition in the [ITS] specification for details on the purpose of the attribute and permitted values."
That are the links I was referring too. It's very handy to be able to just go to the place in the ITS spec where the attribute is described.
