The discussion we had in the meeting on 7th wasn't conclusive.
I maintain that implementers/readers are better served with annotatorsRef in the XLIFF spec as it gives to the reader all information in one place (whereas there is another link that the readers need to follow from the W3C ITS definition, this is two extra steps to find out what the definition is. Plus the annotatorsRef Constraints need referenced from XLIFF normative descriptions for datacats that require ITS tools annotation.
