The reason why I think that this is a won't fix:

If tools referencing is obligatory or not depends on the data category. Detailed provisions for that are on the categories MT Confidence.

The reason why this is mentioned in the Note is because Felix wanted to highlight it prominently, even though it is sufficiently covered within normative provisions for categories.
