Proposal: mark attribute "startRef" as required in <ec>

Hi,

In latest specification, attribute "startRef" is marked as OPTIONAL for element <ec>. See http://docs.oasis-open.org/xliff/xliff-core/v2.1/os/xliff-core-v2.1-os.html#ec

The "startRef" attribute must be changed to REQUIRED, as in <em> (see http://docs.oasis-open.org/xliff/xliff-core/v2.1/os/xliff-core-v2.1-os.html#em )

Element <ec> must have a "startRef" pointing to the corresponding <sc> for correct pairing.

If there isn't a reasonable objection in next meeting, I'll make the change in the specification.
