RE: [xri-editors] XML:id is a candidate recommendation

I could see saying something like, "W3C is preparing a specification,
XML:ID, for this purpose but it is not yet been approved as a W3C
Recommendation. Therefore, in this version of the XRI Resolution
specification, we specify using..."

Lets go ahead and ignore it for now, but be prepared to switch it over
at the last minute if it happens in time. 

I'm not averse to putting in a note as well, though I'm not sure what
the note would say -- "We wanted to use xml:id but we just missed the
spec?"..
