might find this article interesting. It describes using an open source package
which lets you implement an "authority" for Life Science ID (LSID) URNs.
Folks here might be
interested in this because I think it gives a good idea of the scale upon which
an XRI Naming Authority might be implemented.
This is a technical
document - meant for technical, hands-on folks primarily.
