As a matter of fact, Bryan, the XDI TC (http://www.oasis-open.org/committees/xdi) has not only discussed modelling the file system with XRIs, but created early prototype XDI documents that model what that would look like. I stress "early", because I think they were very abstract models done under the v3 proposed XDI metaschema (a very simple XML schema for XML documents in which all the resources are addressable using XRIs), and the TC is now up the v6 metaschema (although it's so simple it hasn't changed very much.)
