I could be wrong, but I think it should be defined as

xri-path-noscheme = xri-segment-nz-nc *( "/" xri-segment )
xri-segment-nz-nc = 1*( xri-achar / "*" / "!" )

In other words, I think the first segment just needs to be non-empty and
disallow ":" and xref.
