RE: [xri] XRI Implementations

I'd hope it can accomplish both goals - provide info about implementations
for anyone looking at XRI now, and provide attestations when we go for the
OASIS vote once 2.0 is ready.

so, for  2.0, we will need these for atttestations... in order to get 
the spec to OASIS Std state.  Is this effort meant to be more 
informative than aiming for that goal?
