Actually, no, I don't think that the XRI spec should mention mention other specifications unless they are required by XRI.  I would have no problem putting such a mention in the XRI Primer or other supporting documentation though.  I do feel very strongly that a specification is for normative material and should be limited to only what needs to be specified.
