Mary,

 

After XRI 1.0, the geographic diversity of the XRI TC led us to decide to not hold regularly scheduled official telecons and instead conduct official business online. So that's what we've been doing during the XRI 2.0 cycle; holding unofficial telecons as necessary to advance the work in addition to using the mailing list and wiki, then either scheduling online ballots or official telecons when votes need to be held.

 

Last Friday's telecon was unofficial, so we didn't take any official actions. But we still keep and posted minutes.

 

We did not believe that an official motion or ballot was needed to request a Committee Specification vote for XRI Syntax 2.0 Committee Draft 02 once the public review period ended (otherwise we would have scheduled one). Section 3.3 of the TC Process document simply says:

 

"The TC Chair shall notify the TC Administrator that the TC is ready to vote on the approval of the specification, and provide to the TC Administrator the location of the editable versions of the specification files. The TC Administrator shall set up and conduct the ballot to approve the Committee Specification."

 

So the message I sent you Friday and again yesterday (with the link to the spec) was simply the notification that we wanted to hold the vote to approve XRI Syntax 2.0 Committee Draft 02 as a Committee Specification, and to conduct the vote by online ballot provided we can start the ballot by Monday Nov 7, so we can complete it by Mon Nov 14 and thus make the submission to OASIS staff by Nov 15.

 

If there are any further questions about starting the vote, please call me at either number below first thing tomorrow morning (i.e., 8am Pacific time) so we can be sure we can get it started in time.

  I'm not sure what you mean by "unofficial" - if it's unofficial you can't conduct official business, including reaching quorum, making motions, voting, etc. ??

No problem. Thanks for checking back on the weekend. The XRI TC met yesterday and, although it was an unofficial meeting, it was unanimous to request a ballot on advancing XRI Syntax 2.0 Committee Draft 02 to a Committee Specification and to submit it for a vote as an OASIS Standard. If we can start the vote Monday morning the 7th, we can complete it on the 14ty in time for the submission on the 15th.

 

Gabe and Marc and I will begin the process of gathering all the other necessary pieces for the standard submission. Do you have an example of the certifications from member organizations that I can send to the TC members? And are there any other examples of submissions that might be helpful for us to look over (this is our first time through the full OASIS Standard voting process).

Hi Drummond,

  I was out of the office on Friday and without internet access. Typically the TC makes a motion to request that the TC Admin start a ballot to a) vote for committee specification status, and b) if ballot *a* passes, to submit to OASIS  membership for standard vote. I need a link to the most recent version of the spec that's being voted upon; I can start the ballot immediately upon receipt.

  In the meantime you should begin gathering all of the necessary pieces for standard submission on the 15th including certifications by 3 member organizations that they're successfully using the specification (see sections 2.18 and 3.4 of the TC Process).

This clarifies that Gabe and I need to formally notify you that the XRI TC
like to vote on approval of XRI Syntax 2.0 Committee Draft 02 as a Committee
Specification and simultaneously vote to submit it to OASIS for an OASIS
Standard vote. This email is our formal notification (I assume it suffices;
I'm cc'ing the XRI TC list for an archived copy.)

Given the geographic diversity of our TC, we would prefer to do this via an
online ballot, however at the same time we wish to complete the process in
time to submit the specification for an OASIS vote in December. In order to
meet this criteria, according to section 3.4 of the TC process document,
"The above submission must be made by the 15th of any month to the TC
Administrator, who shall have until the end of the month to complete
administrative processing and checking for completeness and correctness of
the submission."

Therefore an online vote that begins Monday November 7 will complete on
Monday, November 14, in which case we can make the submission to the TC
Administrator later on the 14th or on Tuesday, November 15.

However this means we will want to begin the online ballot first thing
Monday morning, November 7.

Can you arrange for the online ballot to commence at that time? If Gabe and
I need to do anything, please send us email or feel free to call me at

Mary,

Our public review period on XRI Syntax 2.0 Committee Draft 02 closed with
just one comment from Norm Walsh at Sun that said he didn't think that
Committee Draft 02 did anything to address the W3C TAG comments from the
public review last spring. We discussed that on our TC call this morning and
we continue to feel that W3C TAG is just generally missing the big picture
of what the XRI layer of identifiers is about. (However we are making VERY
significant changes in XRI resolution in order to accommodate backward
compatability with HTTP URIs. That Committee Draft should be done shortly.)

That doesn't have any affect on XRI Syntax, however, so we are very
confident in proceeding to a vote to advance XRI Syntax 2.0 Committee Draft
02 for an OASIS vote.

We want to hold this vote online (since we have time) starting TODAY, so
that we can finish next Friday and then submit the spec in time for the Nov.
15th deadline so we can have the vote in December (assuming you still feel
that month will work.)

Thus two questions for you:

1) How should the online ballot to advance XRI Syntax 2.0 Committee Draft 02
to an OASIS Standard vote be worded? Are there any other special
requirements?

2) What else must be prepared to submit the spec as soon as the vote is
complete?
