Great job! 

TC members: this is the formal proposal from the "Error Team" of Wil, Les,
Steve, and Victor about error handling in XRI resolution. The XRI Resolution
editor team will be incorporating it into Working Draft 10 (target for
posting: early next week), so if you have any stake in XRI resolution error
handling, please do look it over and provide comments between now and
Tuesday if you can.
