I see no definition of xml:idref either... There is a DTD & XSD type
IDREF which has constraints corresponding to an attribute of type ID.
XML:ID spec only provides that there is defined an attribute in the xml
namespace that has type "ID". 

Therefore, I believe option "b" is what is needed.
