2) XRI RESOLUTION 2.O WD 11 ISSUE #37 - SERVICE REFS

On the last TC telecon we did not completely close on this issue. Notes from
the last discussion have been posted at:

The goal is to complete discussion of the three proposed options (all of
which are variants on the same core theme) so this can be included in WD11
at the f2f meeting at the OASIS Symposium.
