Subject: XRI Syntax v2.0 Submitted for OASIS Standard


OASIS Members:

The OASIS eXtensible Resource Identifier (XRI) Technical Committee has submitted
the following specification set, which is an approved Committee Specification,
to be considered as an OASIS Standard:

Extensible Resource Identifier (XRI) Syntax V2.0

The text of the TC submission is appended.

You now have until 15 May to familiarize yourself with the submission and
provide input to your organization's voting representative.

On 16 May, a Call For Vote will be issued to all Voting Representatives of OASIS
member organizations. They will have until the last day of May, inclusive, to
cast their ballots on whether this Committee Specification should be approved as
an OASIS Standard or not.

Members who wish to discuss this ballot may do so through
member-discuss@lists.oasis-open.org.

In accordance with the OASIS Technical Committee Process, this Committee
Specification has already completed the necessary 60-day public review period as
noted in the submission below.

RESPONSE:

The XRI Syntax 2.0 specification does not include any XML schemas, only
identifier syntax specified using ABNF. To the best of our knowledge, all
ABNF productions are well formed and valid.

d) A clear English-language summary of the specification; 

RESPONSE:

XRI Syntax 2.0 specifies the normative syntax and transformation rules for a
new type of digital identifier called an XRI (Extensible Resource
Identifier). XRIs are called "abstract structured identifiers" -- abstract
because they are intended to be resolved via a standard discovery process
into other concrete identifiers for a resource, and structured because they
may contain self-describing "tags". Abstract structured identifiers are
designed for use with digital identity and data sharing infrastructure such
as OpenID, OAuth, SAML, information cards, Higgins, XDI, etc.

XRIs build on the foundation of interoperable Web identifiers established by
URIs (Uniform Resource Identifiers, RFC 3986) and IRIs (Internationalized
Resource Identifiers, RFC 3987). Just as the IRI specification created a new
identifier by extending the unreserved character set allowed in generic
URIs, and defined rules for transforming IRIs into valid URIs, the XRI
Syntax 2.0 specification creates a new identifier by extending the syntax of
IRIs and defining transformations of XRIs into valid IRIs (which can then be
transformed into valid URIs.)

XRI Syntax 2.0 extends IRI/URI syntax by:

* Allowing the internal components of an XRI to be explicitly tagged as
either persistent or reassignable.

* Enabling XRIs to contain other XRIs (or IRIs or URIs), a syntactic
structure called "cross-referencing" that allows sharing of identifiers,
such as generic identifiers or "tags", across multiple authorities and
namespaces.

* Supporting new types of identifier authorities including global context
symbols and cross-references.

e) A statement regarding the relationship of this specification to similar
work of other OASIS TCs or other standards developing organizations; 

RESPONSE:

The XRI Syntax 2.0 Committee Specification 01 builds directly on the IETF
URI specification (RFC 3986) and IRI specification (RFC 3987). It also
fulfills the functional requirements for Uniform Resource Names as defined
by RFC 1737.

In November 2007 the XRI TC joined the OASIS IDtrust Member Section to
support the use of XRIs in all forms of digital identity and trust
infrastructure. Although XRIs may be employed by any OASIS TC that currently
uses URIs or IRIs as identifiers (for example the identification of
principals or subjects in SAML), the only explicit relationship to other TCs
within OASIS is with the XDI (XRI Data Interchange) TC, which is developing
a generalized structured data sharing protocol that uses XRIs for addressing
RDF graphs.

RESPONSE:

The ballot to approve XRI Syntax 2.0 Committee Draft 02 as a Committee
Specification was held via an online ballot commencing November 7 and ending
November 14, 2005. The vote was unanimously in favor, with 22 of 23 eligible
