| I think this is great progress if it means that the W3C (and prospectively, the IETF) will drop objections. I don't think its all that much of a retreat in terms of functionality, realistically.
I think it turns out that most uses of XRIs these days are NOT as URIs, but rather as human-friendly identifiers, or in contexts where only XRIs are allowed (e.g. OpenID).
I'd actually rather just make this *one* change and call it XRI 2.1 rather than 3.0 since the changes to implementations don't have to be that drastic.
