I think this is great progress if it means that the W3C (and prospectively, the IETF) will drop objections. I don't think its all that much of a retreat in terms of functionality, realistically.

I think it turns out that most uses of XRIs these days are NOT as URIs, but rather as human-friendly identifiers, or in contexts where only XRIs are allowed (e.g. OpenID). 

I'd actually rather just make this *one* change and call it XRI 2.1 rather than 3.0 since the changes to implementations don't have to be that drastic.

The next step is for TC members to review and comment on this page. As always, being a wiki, feel free to just go in and edit the page. Or, if you prefer, send feedback or question to the list.
 
The goal is to incorporate any feedback by Wednesday so we can begin sending messages to the W3C TAG public mailing list to solicit feedback there before our next telecon this coming Thursday.
