FEEDBACK ASAP: Pre-draft of "HTTP-based Resource Descriptor Discovery"

I'm still working on the minutes of today's telecon, but one action item
ASAP for all TC members online tonight is to review this document sent out
by Eran last night because he wants to push out a second draft tomorrow.

Eran asks for any type of feedback - organizational, stylistic, substance,
typos, etc.
