Subject: Subject and Alias

In the current version of the xrd-1.0.xml, Subject and Alias is defined to 
be type xs:anyURI and it MUST be an absolute URI. Does it really have to be 
an absolute URI or could it be relative?

If it has to be an absolute URI, what is the rationale behind it?
