.  In that case, Drummond, do you remember how that language was  
added?  By comparison, XRI Resolution 2.0 simply stated:

> The date/time, in the form of xs:dateTime, after which this XRD  
> cannot be relied upon.

so I think dropping the "must not" language is more consistent with  
that.
