Yes.

Yes, I think the choices are to define an explicit set of rules here or do
so within such definitions later.

If it helps somebody to put them into the schema differently (0 to many of
one, then the other), that's certainly fine with me.

When you say "application", I guess I'm thinking of the Rel as the
application of an XRD Link. If the Rel isn't sufficiently defined in and of
itself, that seems like a negative thing to me.
