No complaints here. What the policy says is that you can't make edits to the draft currently under review - i.e., I can't replace the current files with a new set of files while the review is ongoing. It was never intended to be interpreted that the TC couldn't continue to make refinements and process comments; the only stipulation is that once the review is over and all the comments processed, a new draft is submitted for a min. 15-day review if substantive changes have been made.
