Just arrived in London last night and so am catching up with this thread.

Do I have this right: we need to hold a CD 03 vote on WD16 because we've made some minor changes (like the signature in the example and .xrd as the MIME file extension), but we DON'T need another public review because the changes were not substantive?

If so, Mary, are there any special parameters to this vote, or is it just a standard CD vote? And can we start it immediately or is there any waiting period?

Yes, as long as what you want to promote to CS is the current CD/Public Review Draft. If you've made changes to that as a Working Draft, it must first be approved by the TC as a Committee Draft. The TC must agree that no substantive changes have been made, and then request the TC Admin to run a special majority approval ballot.

  You can't go from a Working Draft to CS; you must go to a CD first. And remember that CS ballots must be electronic ballots run by the TC Administrator, so it's unlikely that it would be approved before the end of IIW, but maybe a few days thereafter.

Because none of the changes that we made in WD16 would be considered substantive, we can go straight to a CS vote.  However, per OASIS rules we cannot begin the vote until 7 days after the end of the public review.  That would put it at next Wednesday, May 12th.  That means it would be approved (though not yet published) as Committee Specification 01 during IIW... how fitting :)
