Some do this in DSSSL using Jade's http://www.openjade.org extensions for 
emitting markup.

Alternatively you can transform SGML to XML using SX 
http://www.jclark.com/sp/sx.htm or our N2X free resource on our web site 
and then use XSLT to convert the XML to HTML.

I know of no SGML processors in Java, and I don't think you'll find any.
