Submission and review policies - process

Hi everyone,

Two messages will follow with the comments we collected on the white board 
at our February meeting ... I was supposed to post them for review.

The objective is to write up the submission and review policies and 
practices before we invite submission and do review so we won't have to do 
this process determination at the last minute.

If you have anything to add, please publish a new complete list of issues 
that incorporate your changes, noting below the summary the points that you 
added.  This will ensure the list is complete with everyone's input at all 
times.
