Actually, I think that 5.2 has an adequate heading right now, and what
we need to do is put more of our documents there:

Catalog of Discretion
Submission Policy
Review Policy
update Tin Man to Iron Man
etc.

I guess that implies that 5.1 can be eliminated or used for another
purpose.
