If place is 7.7, then type should be "section". The place should not
have that 1.0 dangling off the end. Upgrading to type="anchor"
should be pretty easy; just use "http://www.w3.org/TR/xslt#number"
for 7.7 and "http://www.w3.org/TR/xslt#convert" for 7.7.1 as a
start.
