Following is an idea suggested By Mary Brady
(also from NIST). See below.

I would suggest establishing a relationship
with the appropriate W3C WG who can
make the call regarding interpretations of the
spec. You might also have the nice side effect
of providing input back to the WG -- who can
then effect changes to the spec, if necessary.
