[xslt-conformance] Chair for XSLT Conformance TC

We now have at least one person who is interested in chairing the TC
on a "permanent" (i.e., unbounded in time) basis. Therefore, I plan to
raise the subject at our teleconference this Wednesday, *after* we vote
in any new members. Anyone who has been harboring ambitions to chair
the TC should be prepared to step forward and state their vision of
what the TC can accomplish.

All voting members: please try extra hard to attend the teleconference!
