Minutes for 3 July  2013 TC meeting.

Quorum reached ( 3 out of 5 (%60) of voting members)

1. Roll Call & Agenda Review.

2. Volunteer to take minutes.
Mohammad: I will take minutes myself. 


3. Approval of minutes from the previous meeting (June 12th 2013):

Duane moved and Kel seconded. Unanimously approved.

4. Discussion of the action items and timeline for the profile updates:

*XSPA-1 (Update to XACML 3.0): 
Mohammad: This is a simple format change and I will do it by next week.

*XSPA-2 (Support for Dynamic Consent Directive Policy):
Mohammad: This is still pending I am waiting for the next XACML TC call to being this up. They said XACMLv3.0 already supports this but I haven't been able to find it in the core specifications. 

*XSPA-3 (Reference the HL7 Vocabulary for Purpose of Use):
Duane: We need to refer to the most recent version of HL7 vocabulary. Also, we need to describe them as triples rather than strings, and provide more flexibility for interoperability for alternative vocabularies.

*XSPA-4 (Update the Attributes):
Mohammad and Duane will work on these updates over email offline.
Mohammad: How about the obligations?
Duane: We need to support them as non-normative.  

*XSPA-5 (Add HCS Attributes):
Mohammad: The HL7 HCS ballot is still not finalized
Duane: We need to ensure we are harmonized with the latest version of their work as we go.
Mohammad: If we want to consider HCS policies in XACML we need to cover resource attributes too.
Duane: We have to cover all HCS attributes.
Mohammad: I suggest we move all the HCS related activities to a separate profile.
Duane: I agree. There might be vendors who would want to implement other XSPA features but not HCS.

Motion to move HCS to a separate profile. Unanimously approved.    


XSPA-6 (Cross Reference the Attributes):
Duane: This is not a good idea since the profiles must be self-sufficient for implementation.

Mohammad: I will remove this item. 

XSPA-7 (Harmonize with XACML Privacy Profile):
Mohammad: The purpose attribute is already defined in XACML privacy profile.
Duane moved to table this so that we can discuss it with Mike Davis.

Unanimously agreed to table this item for now.

XSPA-8,9:
Mohammad: These items are the standardization procedure and our main tasks must be done by mid-August.
 

Mohammad: I will update the work items document and post it.
Duane suggested to post the action items on the TC website as well.
Mohammad: Will do.

5. Other business/comments.
