about ISSUEs and new draft

CGMO TC --

1 -- Just to let you know why the flurry of issues (expect more today!), we 
(editors) are processing review comments from several people.  If the 
comment is not just a no-brainer editorial problem, we're sending it out as 
issue, complete with RECOMMENDATION, even if it's not a big issue.

2 -- I will cut and ZIP the Editor's draft at the end of today, and send it 
to the TC.   The Change Log will show everything that has been done since 
previous draft (and since CD text).
