[cgmo-webcgm] matrix updated again

I updated the matrix with information from Ulrich:

It now contains all of the proposed 2.1 tests.  (However, there is the open 
category "Other" at the end, which is a gathering place for any additional 
coverage of functionality in 1.0/2.0 that we decide).

NOTE:

1.) Note that I changed the matrix filename slightly:  s/_/-/  (I dislike 
"_" in names that might be part of a URI, or otherwise underlined in text, 
because underlining ambiguates whether the character is BLANK or UNDERSCORE.)

2.) Note also that the names of Benoit's six test files are now changed 
from "view..." to "setView..."  The contents of the .htm files are 
accordingly changed.

3.) Attention all test authors:  Per my earlier comment (no one objected), 
I am putting all test names in "camel case".  Please check the names in the 
matrix, and use the same in your actual tests.  (This affects all test 
authors).
