     As previously advised [1], addressing this legit issue requires a rule 
change.  As Jeff said earlier today [2], the Board committee in question 
did hear this feedback from the chairs, discussed changes to the rule as 
predicted, and has this as a discussion item on its F2F agenda 
for  tomorrow (28 July).  Thanks, Jeff.
     FYI some Board members subscribe to this list (or most do), so your 
concerns get to them directly here as well.
     Obviously we'll advise you as soon as anything changes, and also make 
some suggestions about how to cope if it doesn't.
