[ciq] Release of New Specifications on the CIQ web site

I have placed the latest specifications that includes W3C Schemas for all
our specifications, on our web site.

Please have a look at  http://www.oasis-open.org/committees/ciq

The Specifications are:

extensible Name and Address Language (xNAL):
- W3C Schema for  xNAL V1.0

extensible Name Language (xNL):
- W3C Schema for xNL V1.1  

extensible Address Language (xAL):
- New Version (1.3) of xAL Specifications Document
- W3C Schema for  xAL V1.3
- DTD for  xAL V1.3

extensible Customer Information Language (xCIL):
- New Version (1.4) of xCIL Specifications Document
- W3C Schema for  xCIL V1.4
- DTD for xCIL V1.4

Please go through it and let me know of any changes required.
