[ciq] NAMESPACE FOR CIQ Schemas

Based on the document titled, "A URN Namespace for OASIS" from OASIS,
I tried to come up with namespaces for the CIQ XML SCHEMAS. Here
they are:

xNAL  - urn:oasis:names:tc:ciq:xsdschema:xNAL:1.0
xNL   - urn:oasis:names:tc:ciq:xsdschema:xNL:1.1
xAL   - urn:oasis:names:tc:ciq:xsdschema:xAL:1.3
xCIL  - urn:oasis:names:tc:ciq:xsdschema:xCIL:1.4
xCRL  - urn:oasis:names:tc:ciq:xsdschema:xCRL:1.0

For SPECIFICATION DOCUMENTS:
xNAL  - urn:oasis:names:tc:ciq:document:xNAL_specs.zip:1.0
xNL   - urn:oasis:names:tc:ciq:document:xNL_specs.zip:1.1
xAL   - urn:oasis:names:tc:ciq:document:xAL:xAL_specs.zip:1.3
xCIL  - urn:oasis:names:tc:ciq:document:xCIL:xCIL_specs.zip:1.4
xCRL  - urn:oasis:names:tc:ciq:document:xCRL:xCRL_specs.zip:1.0


The OASIS document says that "The Director of Technical Operations at 
OASIS assigns document types, subtypes, and all unique identifiers."

Please let me know whether we can start using the above namespaces in
our CIQ schemas.
