Subject: A minor issue with v3.0 xAL schema

CIQ TC,

Recently emergency management TC found a minor issue with the V3.0 xAL.xsd schema and have requested to fix it. 

Rather than releasing an errata now for the schema and going through 15 days public review process, my sugegstion is to release this fix as part of xPRL v3.0 specification release.

Please let me know your views.
