I have provided a longer suggested answer to your question on the main DITA TC list, but looking specifically at Help authors, I think there are a few factors that lead to the perception of complexity. Here are some examples of why somebody might shy away from DITA.

 

. I can’t just buy one tool and move to DITA.

. I have to learn semantic mark-up.

. It’s almost impossible to single-source a PDF without a degree in programming.

. I don’t understand what “processing” is.

. I looked at how to specialise, but it was all gobbledegook.

. What’s wrong with RoboHelp?

. I think I also need to buy a CMS. If DITA is so simple, why do I need a CMS?
