On the question of which DTD, follow the example of the DITA TC's
materials. The sample specializations in the DITA OT are not deemed
exemplary, so using the stock concept, task, and reference types is
actually best practice in the lack of a better, formally accepted
specialization.  A future "DITA for Standards" subcommittee might help
achieve that goal.

I'll defer to Robert Anderson to suggest how he perfers to manage the files
for his build architecture.  It appears you can share storage between SCs
and the parent TC.

i'm working with a colleague to document the SIDSC specialization.

i assumed we want to use the elementref specialization that ships with
the ditaot, but i just downloaded the 1.1 lang spec from
http://docs.oasis-open.org/dita/v1.1/langspec/langspec.zip and noticed
that everything appears to use the reference DTD.

what DTD should we be using?

how will subcommittee documentation be managed in OASIS? That is, should
we keep all of the SIDSC files in a folder called "sidsc" within the
"langref" directory?
