This is a bug in FOP, which converts margin-left to start-indent in the wrong places. In version 1.69 of the stylesheets, body.start.indent is set to zero for FOP and the old title.margin.left mechanism is used instead to create the body indent. So tables are indented properly in FOP with that version, as along as you don't use body.start.indent.
