Hi Paul,
The xref.properties attribute set is used for xref, link, ulink, and olink
when the olink destination is internal to the current document, in which
case it is behaving like an xref for modular content.  There is a separate
olink.properties attribute set for external olinks, based on the idea that
external links might need to be styled differently from internal links.

I never liked the idea that ulink uses xref.properties, but I didn't change
its behavior at the time.  But I've seen enough people need to make ulinks
look different that perhaps a separate att-set for ulinks is appropriate
too.  If you want them all the same, then you can define the att-set using
use-attribute-sets="xref.properties".
