Hi Igor,
I'm not understanding this new problem.  What exactly is the Part anchor,
and what are the links pointing to it?  In my FO output, I don't see
anything at the end of the part TOC that would be the target of a link.
The link in the book's TOC to the part lands on the first page in my tests.
