This may be of some use, but it is a
hack.
I use FOP and use
hard page breaks at the end of a section BEFORE a higher level one. This
gives the illusion of a page break on a higher level. However it does have some
side effects that may be undesirable. Hard breaks are in Bob's link
below.

page break should be put before a section (level 1)

Some times the section heading
is at the end of the page with very little text and the rest of the text on
the next page.
