These are generated, and can be customized as described here: http://www.sagehill.net/docbookxsl/CustomGentext.html Find the l:gentext elements such as "ListofFigures" to customize those items. For the chapters, it already does that, if you look in common/ja.xml. That is, for all contexts except one: xref-number-and-title. I think that is just an omission.
