I agree. I think that to prevent us before diving too deep into
technical details of topic implementation which probably will led to
long discussion without any significant outcome, we might first vote on
whether we want better support for "topic oriented authoring" in DocBook.

If the answer will be yes, then we can try to choose the best way how to
 achieve this with DocBook.
