The draft minutes of the meeting of January 27, 2003 were moved, seconded, and approved by consensus.

Input Documents (Agenda item no. 5)

A. UPU input document. 

The Chair discussed the Universal Postal Union input document, which was sent to the list on Wednesday, February 5 by Robert Zuccherato. The Chair noted that this is a mature specification that probably will not be modified greatly before adoption but that can possibly best serve as a use case for the TC. It provides for both trusted time stamping and digital signature verification. Two action items were flagged for Robert Zuccherato in his absence. The first was to liasion with the UPU prior to joining Oasis. A second was to inquire about the existence and to obtain a copy of the specification or other explanatory documents, as well as the terms and conditions for use imposed by the UPU.

B. Other Use Cases. 

        1. eNotarizations. John Messing explained briefly the use case of eNotarizations, which suggested that a digital signature service for eNotarizations in the presence of a notary which was scalable and secure could be established consistently with existing legal requirements within the United States. This service was similar to the Corporate seal use case but had elements of the requestor use case in that an entity was asked to confirm the signature of an individual requestor. Whereas the corporate seal use case required standardized ways of showing the authorization of an individual to affix the corporate seal on behalf of an entity, this use case involved a notary establishing the identity of an individual whose signature was attested to by the DSS.
        
        2. Court filing 

         John Messing explained that this use case involved the actual submission of a document to a respository as an official filing, rather than a hash of a file. The court filing use case could be applicable to all cases of official filings with governmental agencies whether executive, legislative or judicial, including e-voting.


C. Use case subcommittee (agenda item no. 6). Manoj K. Srivastava explained there had been received by the subcommittee 12 use cases with the UPU. They are listed at http://www.infomosaic.net/DSS-UseCases.htm. Manoj proposed putting them together in a spreadsheet for comparison in tabular form. Manoj and Krishna agreed perhaps to merge the timestamp and signature uses as features of DSS. The timestamp use cases can be viewd at http://www.infomosaic.net/TimeStampUseCases.htm.

A snapshot of the use cases and requirements that emerge from them will be developed for March 10, 2003 meeting but other use cases are welcomed even after that time for integration with the ongoing work.
