The Application Profile would add profiling (MUST send this option, MUST NOT send this option, this option defaults to X, the server is allowed to do either X or Y, etc.). Then the Implicit Parameters would further profile anything the Application Profile left open. I.e. the Application Profile would say: server must do either X or Y. A particular server would choose to do Y, and that would be an "Implicit Parameter". The idea is there's a family resemblance among servers that implement the same Application Profile, but the Application Profile leaves some wiggle room for each individual server to do its own thing.
