Ballot on profiles

Dear All, 

Juan Carlos and I propose to delay the ballot on the progression of the
profiles to CD to the next TC meeting on 11th firstly because a number of
factors have delayed the finalising of all the profiles and also a
significant issue has arisen on the version of CMS being referred to (RFC
3369 or RFC 3852 - see separate email).

Except for this point, all the profiles are ready for ballot and I ask
everyone to be prepared for confirming that the following documents should
go forward to CD and be distributed for public review on 11th September.
